I've eaten there several times. Every time a server took my order, served my meal, took away my dirty dishes and presented me with a check. At Tusker House and CHH I went to the counter, gave my order, picked up my food, paid the cashier, found my way to a table and then bused my table when I was done. Next to impossible to confuse B&C for a CS meal. You could have gotten soup as an appetizer ($4) and a specialty sundae for dessert ($8). A single burger, soup, coke and No Way Jose would cost around $22 add tax and tip you'd be over $26. Still not a great use of a TS credit but not a rip off.
Your post might stop others from making the same mistake but it's not fair to blame Disney. Your meal only cost around $16 with tax and tip. I'm not sure what the wrap cost. Your server might have asked if you wanted to pay out of pocket and you might have asked at the desk when you made your inquiry. I agree, you didn't get TS value for what you ordered but the dining plan doesn't give you anything extra if you order less than you're allowed nor do they charge extra if you order the more expensive, allowable, menu items.
Were you given the brochure when you checked in?
I'll agree Beaches and Cream could be something in between a CS and TS meal but so could PM at CSR. Le Cellier could be something in between a 1 and 2 credit meal. Most of the in betweens favor the customers, some favor Disney.
