They do have an organized teen excursion on Castaway Cay. It is called Wild Side and I believe it costs $35. It lasts for 4 hours (I think) and you get to snorkle, kayak, and bike. Unfortunately, I cannot tell you how good it is because my DD was signed up for it but met a friend on board who was not (and could not sign up on board because it was full) so they just wanted to hang out. If she does not want to do the excursion she can still snorkle(if you have or rent the equipment), swim, or lay in the sun.
A tip for your DD. I have a 13yo girl also, and she was concerned about meeting people on board. I found people on these boards who were going on our cruise and asked if any had teenagers that might want to meet my DD over the internet before the cruise and get to know each other. My DD met a girl her age and they emailed each other for about 2 weeks before the trip. Once on board, they became best friends and spent all their time together. We hardly ever saw them. They now keep in touch by email and talk on the phone all the time. This worked out great for us and she was so happy.

The teen beach at Castaway Cay has counselors from the club keeping an eye on things and we are told by reliable sources (teens who have previously been there) that there is volleyball and dances as well as other things going on.
