Cash Inventory?

So they don’t convert “Cash” rooms to “members Inventory”. My question is
If most of the “cash inventory” comes from members trading in there points for other Disney offerings (cruises and hotels), do they have a specific time period in which they have to offer them as “cash inventory”? If not, can they hold off until the member demand is less?

I don't think they ever announced the method used to send rooms to CRO. But they need to recover money to pay for the trades, so it would not make sense to wait for less demand times. Especially when CRO is having to offer big discounts to fill the rooms.
