Cash Discount for DVCers- HELP!!!

OK.. Am I crazy or do DVC members get a discount for paying cash for rooms? And if so are these just DVC rooms or any rooms at WDW? WHere can I find these rates? And last question, if this is so can you book that room on a cash discount for someone else besides the DVC owner? Thanks in advance for the help!!!

At DVC Resorts, members may be able to get a 25% discount off rack rates when booking thru MS. The discount is not always available.
