I think it was the summer of 2007. There was kind of a big shakeup then. There was this giant wave of people signing up on every site possible, doing all the offers on all of them (getting paid for the same offer multiple times), using prepaid cards, etc.
It really stinks for those who used them for legitimate purposes. I always used them b/c I just don't like giving out my cc, and many don't take paypal. This way I could use the prepaid, then when I knew it was legit and if I wanted to continue, could change my billing preferences, like I did with video and book clubs, etc.
Again, it is possible cashcrate doesn't have this rule. I use Sunshine Rewards and CashDuck, and they both have it.
Just in case you didn't know also. There is a rule now with Greenfield daily surveys, regardless of what site or what name it is under (sr daily survey, my2cents, instantdollarz, etc). You can only take 2 surveys per day, per computer/home, regardless of site. Two people can try, but each must always use their same email/info each and every time.
So for instance, if you try and can't get a survey, it is no longer allowed, to clear cookies and let your spouse try on the same link. However your spouse can be responsible for one of the surveys, so long as it is the same link/type each day...
Ie: you can take the my2cents, he can take the instantdollarz, but you can't switch back and forth.
You are allowed to make a change every so often, if you move, new info, etc. as long as you are not all over the place all the time.
