Im thinking that little girl always looked healthy and well fed, etc because Cindy was taking care of her. Casey had no money, how did she pay for food, diapers, dr visits?

I personally don't know. That question was not asked. Things were so confusing back then that I don't have any memory if it was mentioned at the time. She did help, though.
