But, I'm wondering....what was going on at WDW at 2:30am*? The buses were running, and had 20 people on the bus, plus the two cars involved?

Likely a CM leaving work (just a guess) and bus and car of people returning from Extra Magic Hours (were there late ones somewhere?) or even Downtown Disney (doesn't the last bus leave there around 2?).
