Car Seats

I know this has been asked before, but I can't find the answer.
My DGS is 4 years old. He weighs a little over 40lbs. He's 41 inches tall (last measurement). Here at home he doesn't need a carseat. Not even a booster.He does ride in one,though.We're planning on doing away with it.
I don't know the state law in CA. What are the requirements there? We'll be taking the shuttle from the airport, & maybe a cab ride or two.
Do I need one to be legal?

the child must be 6 years old OR weigh 60 pounds.

Thanks for the info.
The web site says that a belt positioning booster is acceptable. I already thought about getting one so that he can see out. They are much smaller and probably easier to handle than his full size car seat.
