Car Rental questions from WDW to PC

Is it possible to rent a car from the resort area at WDW, rather than renting at the airport? (Ideally I'd like to use Magical Express to bring us to hotel, uses busses for our park days, and then rent a car for our check-out day to make it down to PC) Does anyone know where we would pick-up a rental car if we're staying at POR?

Budget is at Doubletree, Avis is at Hilton. Both near WDW on Hotel Plaza Blvd.

Our Avis rental for this is $40 with taxes for a full size car.

Oh wow...I have to find that deal! Do you know estimated cost for taxi from Avis to CR?
