If I book with National now and the rate goes down I know I can modify my reservation. Can I modify the dates and pick up/drop off locations too?

Go to National's website and click on "view/modify/cancel" and you can make all those changes to your reservation.

Yes, you can. There are no penalties for changing or cancelling a car rental reservation. If you find a rate you like stick with it. Then if you find a better rate, make that ressie and then cancel the first one once you are sure.
