Not direct to car, but Alamo has kiosks that will print out your contract. Never had to wait for one and it takes less than 5 minutes.

Avis Preferred lets you go straight to car. It's free to join.

Dollar Express has a special line for members. It's free and that line is the first one serviced when an agent becomes free. Not quite what you were asking but it's close.

Hertz #1 Club Gold allows you to get in your car and go. But it's $100/year.

Alamo if you do online checkin. But, you can only do online checkin IF you do NOT have a coupon. Otherwise, use the kiosk.
