Car rental at SeaTac

Are there any car rental agencies at SeaTac that do not require a shuttle? Basically I am wondering if there are any that you can just pull right up to the airport and return your car and head into airport.

yes there are. As you drive into the airport there will be signs that show where the car rental returns are.
To rent....there are counters desks on the lever with baggage claim

Yeah its nice, even a gas station nearby so you can fill up before returning to avoid the gas penalty.

When I booked a couple years ago, I think they all require taking a shuttle.

Just found this: All rental car companies currently operating at Sea-Tac Airport operate at a separate rental car facility, with dedicated shuttle buses operating on a 24-hour-a-day schedule. Two passenger pick-up areas are located outside baggage claim at the north and south ends of the main terminal.

We live in Seattle and there used to be car rentals in the main garage but they have since built a central car rental agency that is off-campus and you must take a shuttle. Is there a reason you are opposed to taking a shuttle? They come every few minutes and it's not far from the main terminal.
