No way - don't sign that. The only reason he will pay is because he will continue to have his license suspended if he doesn't. I'd actually be wondering if the $2600 is what he has failed to pay on a pay arrangement thus far, not the total.
We went through something similar. You don't owe him anything, and it really won't have any affect on you personally because you're stuff has been taken care of. I mean, he's obviously not a stand up guy. I'd use all the leverage I had.
