Can't post attachments?

It says I can't post attachments and HTML code is off. How do I fix it so I can post pics? Thanks!

I believe you have to have so many posts, but I don't know when the cut-off is. Someone on the tech support board would know

You can't post a photo as an attachment. You can provide a link(URL) to the website where you have stored the photo.

MIne also says that the html code is off but I can still post a link to a photo.
