Cant decide which of these times to go

Having a tough time deciding whether to go the last week of Feb or 1st week of March. Is there a big difference in crowds? The only reason I consider the 1st week of March is to check out the flower and garden festival

If you are thinking about the last week of February which begins on Saturday, the 21st, that is the weekend of the Princess half marathon and may bring in a little larger crowd than you'd like. By the first week in March, that crowd should be gone and you may have more room to move.
