We were there last week. (11/20/18) We got a taxi and went on our own. The beach, beautiful! As for damage... There was construction going on. I did hear saws and hammering. If you were looking for facilities, there is a restroom/changing building. We felt that it fit the need. Food, there was some vendors selling food, they had beer, hot dishes and cold snacks. There were chairs and umbrellas available for a charge (2 chairs and umbrella - $20). There were a couple of vendors selling shirts, novelties. Not pavilions of vendors.
Would I say that my experience was negative due to last year's storms? No way. I did see houses without roofs, or with blue tarps on the trip to the beach. But if I didn't know to look for it I would have thought that this was how the island was.
In our opinion Tortola was better than St. Thomas. People nicer, beaches less crowded, etc.
Next Nov we go again and we are definitely stopping at Cane Garden Beach again.
