Candles on Guest tables - Rules?

I have received conflicting numbers from my planner in regards to how many live flames per table you are allowed to have. At first it was 4 and then at the planning session she said three. I have already started buying the candles, but don't want to over buy if I am not allowed 4 per table.

Has anyone else received a more certain answer for this?

Three is the number I've always heard.

I'm going to go with that number - it should be less expensive/quantity this way anyways.
