You don't need a ticket for the Candlelight Processional, it's included in park admission.

If you mean the Candlelight Processional dinner packages, they haven't announced it yet for this year, but last year you could start booking the dinner packages on July 2. I'm hoping it's the same time this year.

There are no tickets for the Processional. It's free with your paid Epcot admission for that day.

There is a dining package that you can buy. You get preferred seating (you still will have to stand in line to enter the theatre) and a meal at certain Epcot restaurants. I don't believe those packages have gone on sale yet. But you do NOT need the package to attend the FREE Candlelight Processional.
