Candelight Processional Question

My question is about the Candelight Processional in Epcot during December.

If you are using the regular MYW Dining Plan, are you restricted to a certain "tier" or category of restaurant? We've done this before (years ago) and ate at Le Cellier for the package. This year I would like to try the restaurant in Italy but wasn't sure if the DIning PLan will cover it.

Does anyone know? Also, when do the packages usually become available?

So far, they have only charged one dining credit for any of the restaurants/tiers.

The packages went on sale July 2 last year.
