Cancelling before PIF but all paid

Am I right I’m assuming that if someone has paid for a cruise way before PIF date and have to cancel they can still get full refund even if paid total?

As long as you cancel ahead of the cancellation penalty window, you get the full amount back. However, concierge has different rules.
