Can anyone tell me where to find a list of the restaurants that charge a fee for canceling without proper notice? (Other than the ones that require cc to hold)

I'm not sure what you mean. At all the restaurants that charge a fee you have to give them a cc #. If there's no credit card # required, the restaurant wouldn't be able to charge a fee.
