My husband and I both have passports, but our 12 month old does not. (She has a birth certificate) According to the Disney website, we should be fine, but our travel agent says that we should get one for her.
Has anyone had any recent experience with this?

They are not required, but in my opinion, very important. I think it is a very personal choice. After 9-11, I feel that it is important to have them. We get them for both our kids, as well as ourselves.

So, the choice is yours, birth certificates will do fine.

I am a Canadian living in the US - while going through the immigration I talked to alot of Canadians and most of them just had their birth certificates. no one seemed to have any problems. (by the way I had both my Canadian passport and my green card).

A Passport is ALWAYS the best alternative. As a US citizens with lots of family in Canada, we travel there every few years. The first trip after my son was born, when he was 2 1/2, we traveled with Passports for us and birth certificate for him. I wrote the Canadian Consulate in San Francisco, and they replied this was fine. Canadian Immigration in Calgary didn't agree and chewed us out for not having a Passport, but did back down after I showed them the letter from THEIR consulate. They said they had no way of knowing whether this child was really ours without a picture ID. However, as soon as we got home, we got him a passport, and when our daughter was born, we got one for her when she was two, before a trip to Canada. We have NEVER had a problem with Passports.

Our son was included on my passport...however they were very specific stating that he required to have his very own passport. Our son is 7 1/2 yrs old.

Another example for you... my brother and sil renewed their passports and inquired about my nephew then 1 1/2 yr old..and again they said that he required to have a passport on his very own.

I believe this policy has been in place since 9/11.

Best advise would be to verify with your passport office. They would know best and you would get the info from the horse's mouth and potentially avoid any confusion or set back during your upcoming trip.

I have done some more research and it seems that, while it is recommended, a passport is not required.
