can you use the POR boats to DTD if you're not a guest?

We'd like to go to POR for lunch or dinner sometime and to explore the resort, then we thought it'd be fun to go over to DTD by boat. Is this possible if you're not a guest, but you are a guest at another WDW resort?

Guests of any WDW resort can use all WDW transportation (buses, large capacity boats etc) for no charge.

You're good to go!
