Can you borrow points to use for a II exchange? Somewhere in my recollection I think I read that borrowed points were considered a transaction and that they could then not be used for another transaction like an exchange into the World Passport Collection. Someone please help me clarify. Thanks!

Yes you can. I just booked an II exchange solely on borrowed points.

A point is a point. After you've moved it from one year to another it can't be moved again, but you can spend it any way you want.

II exchanges can only be "paid for" with DVC Points, not with Reservation Points.

In other words, if a DVC member cancels a Concierge Collection reservation, a Disney Collection reservation, or a DCL cruise reservation, that member cannot use those points for a World Passport Collection II exchange.

Thanks for the clarification, I'm not sure where I got hung up. Maybe I was getting mixed up with transferring points to another member. You can't transfer borrowed points, right?
