No and yes. You can't take the Skyliner between HS and Epcot directly, but you can connect through Caribbean Beach.

The Epcot stop is at the International Gateway only.

Yes, the Skyliner runs from Epcot International Gateway to DHS, but it requires a transfer at the CBR station. The transfer simply involves deboarding the cabin from Epcot, walking across the station, and boarding another cabin to DHS. There's normally little to no wait to transfer unless it's peak travel time or there's been a problem on the DHS line.

Once you board at Epcot, typical travel time when everything is running smoothly is about 20 minutes.
