Can you switch dining plan services?

Just wandered if you could switch a table service for a counter service. I believe that you can't but was asked this by someone going with us in March and I wanted to be sure with my answer. Anyone know?

yes you can trade a ts for a cs meal but u can't use a cs meal for ts meal.
I almost confused myself.

I have seen it posted here that you could not do that but I have not had personal experience with it.
