No. They do have kiosks in various places in the park to make them. Also once the kids get the tickets they can connect into a MDE account and make them via the app/website.
Tell your niece to go online and make an MDE account now so as soon as she gets the ticket, she can link and start making FP. She can also have her friends do it and they can link up. Then get app on the phone to do FP and check wait times. Some schools give kids numbers they can link at 30 days(seems to be when agencies for group trips give tickets), but have had friends where the kids get them on the bus on the way to the airport, sadly. It's a shame with all you pay that you have less chance to get on popular rides this way, or only get on a few from long waits. At least by mid April with early Easter, hopefully there will be less crowds with spring breaks over. My son's trip is early June and supposedly going to get tickets at 30 days.
If she is not familiar with WDW, give her some advice on rides to target for FP or to do early. If they want to ride FoP, and are allowed to leave for AK early, they could get there an hour before opening to try and get on with least waits - I know most teenagers will not be into getting going early, but that is what I am telling my son and friends if they want to ride it w/o 2 - 4 hour waits(I don't think they will be allowed to stay late to jump on at closing).
If they would like to do any special dining line BOG for lunch or Sci-Fi, etc. they could try to get those on the app now, or try Touring Plans ADR finder.
Forgot to add, let then know about 4th, 5th FP etc, and that they can try for those at second park for evening - since DS's group has to report back to resort at 4:30 each day, they may be hopping to second park for evening.
My kids went twice with band and neither time could they use fastpass. That was back in the days of using your ticket. The chaperones handed out the tickets before the turnstyle, and took them back after they went through. Kids didn't mind waiting in standby for anything. They are with their friends, not sure they even rode that much. LOL
Our high school band was just there last week - they were all told to set up MDE accounts a month or so ago and given ticket numbers so they could set up fast passes. They were also given dining cards to pay for food. It worked out great (except for tornado warnings!) and they all had an awesome time.
