Okay, at first, my initial reaction to this question would be NO!

But I had always wondered if they did something similar to the Storybookland Canal Boats in Disneyland during fireworks, and stopped the ride during the show.

I have never seen anything about it mentioned here on the DISboards, but on my trip in May, I overheard a group of friends in front of me talking about how much they hated their current spot and they wished they could go up and watch from the Ferris Wheel like last time.

So, is there any way for it to happen?

No, unfortunately all rides around Paradise Pier close for World of Color. The 3 exceptions are Toy Story Midway Mania, Goofy's Sky School, and Ariel's Undersea Adventure.

We rode Goofy's Sky School seven times in a row after leaving WOC halfway thru the show and we saw bits and pieces from the top of GSS. You couldn't say you were watching the show because of all the twists and turns but you could see bits (which was enough for us - we aren't big fans of WOC.)

I wonder how the lines are for TSMM during WOC?

Usually lines are about 20-30 min during WoC, so shorter than during the day but not a walk-on. It also depends on the crowd levels. And this is all assuming that the park is still open during WoC...often during "off season" WoC will be performed 15 min after the park closes, in which case none of the rides are technically open during the show.
