Can you make ADR's without a reservation?

I am looking at taking a last minute trip to Disney around Aug 11th. We are only staying 4-5 nights and I have the flexibility on what nights they could be. Can I call and book ADR's prior to the reservation. One, I want to see the availability since it is such late notice and two, I want to decide whether it is worth it for me to purchase the dining plan. Has anyone done this?

I mean, for people staying offsite, they can book reservations - correct? So it shouldn't be an issue.

Yes, you can still make an ADR.

Many folks don't stay on property and don't buy myw tix from Disney and still make ADR's. Just do it.
