Can you get Express Plus passes online?

We will be visiting Universal in late August/early September, staying at Disney. So I would like to get Express Plus passes, but can't figure it out, are they available online? Are they combinable with various promotions and discounts? Or is it just an extra ticket you buy at the park, on top of whatever your admissions ticket was?
