Can you buy an AP at Down Town Disney?

Can you buy an annual pass at Down Town Disney's guest services? I will be arriving in the evening on my next trip and would like to "trade in" my unused one day pass and upgrade to an AP that night so I am set for the parks first thing in the morning.

Yes I have bought AP's and upgraded tickets to AP's at Guest Services at DTD.

Tagging on to your question. Can I exchange an annual pass voucher and pick up a "will call' voucher for another annual pass at DTD guest relations, as well?
