Can you "borrow" "banked" points?

An intersting question came up with another DVC owner and I. If you bank your points can you then borrow them? Lets say you have 100 2016 points with an Aug uy. You bank them in a timely fashion so you have zero active points. Come May you want to plan a sudden trip. Can you borrow 100 2016 and 100 2017 or only the 2017 points?
 
No, just the 2017 points, you wouldn't be able to borrow the 2016 points. I have heard sometimes you can get MS to undo your banked points under extenuating circumstances, but not really sure if that's true,
 
You cannot borrow banked points or "unborrow" borrowed points. Banking and borrowing are what MS calls "final transactions". They cannot be undone.

MS does make exceptions at times but it's rare and not something you can count on.
 
I like to think of my points as being in buckets. Each use year has a bucket of points. I can move those points from one bucket to another, but only one time. Once the points have been moved, that's it. They have to stay where they are until I use them. Some years, I have a very full bucket and then some years, the bucket is empty.
