Actually, I thought I read that you have to book something at Park 1, but you can change it on your phone afterwards, including switching to a different park.
This is so frustrating. Why would I want to go to a second park with the hopes of riding a certain ride and find out that I can't get a FP for that ride? I would like to know it would be worth it to travel to the second park.

I agree. You should email them with your thoughts on this. I can just see it.
"Hey, guys! We just got this email with a great idea."
"Quick, hit reply and tell the guest that we've thought of this and we're working on it already."
Fear not. Disney will eventually catch on to the fact that this is a problem and will make out that it has always been the plan to let you choose that FP from wherever you are ....
I think someone posted that they booked the 4th fastpass for the same park and then switched it to another park on their phone. Someone should test it.
