Can we upgrade 7 day hoppers to AP's

If we decide at WDW that we want to upgrade our hoppers to Annual Passes....can we do that?

I think we can but just wanted to be sure.

Yes, you can upgrade your hoppers to AP's at guest services. GS is located at the entrance to all parks and DTD. They will put the value of unused days towards the AP.
 
Last year I had unused days on some Park Hopper Plus passes and when I tried to trade them in on Annual Passes, they would only let me do it if I was going to get Annual Plus passes, which I didn't want. So I still have the PHP's and even used one of the pluses last trip to go to Blizzard Beach.

If the PHP is unused, the OP can trade it in on an annual pass, if it is used and she trades it in within 7 days of first use, then the OP has to do a PHP, anytime after 7 days, the OP can trade it in on an AP.
 
As sometimes happens, CM's get confused. Ours were from a trip we had taken a year before and she would not let me get any "credit" on an annual pass with what was left on the PHP.

It really worked out ok.

You are being generous when you say the CM's get confused. ;)
It would be so much easier for guest and CM alike if Disney just wrote into their ATP computer program the ability to scan the passes, evaluate when they were used and how much is left still unused on them, and then display to the CM on the computer screen exactly how much value they have towards an upgrade. They currently have the ability to see when they were used, how many unused days are left and the price that was paid for the ticket originally. Writing in the evaluation programming would be all that was needed. That would take away the human error factor.

I can dream, can't I? ;)
