Can this ticket be upgraded an AP or PAP?
On the back it says:

7 Day Park Hpr w/6 Fun Visits Ages (10+)
No Expiration
GTWOD
TR 30 WTS:011 4/21/06 949

It has not been used yet. So if it can be upgraded does the AP start the day it is upgraded since it has never been used?

Yup, that looks like a standard MYW pass. If you take it to a Ticket Sales or Guest Relations window as soon as you arrive, you can trade it in for an Annual Pass and get credit for the full purchase price.

Will the start date of the AP be the day I upgrade since I have never used it?

On our last trip my DH deceided to upgrade his pass to a AP he did this after using a 7 day pass for 4 days. His AP started on the first day of use. So you what ever is the first day you use your pass that would be the expire for your AP (plus 1year of course)
He was given full credit for the 7 day pass toward the AP, even though he had used 4 days already.

Because the pass is unused, the anniversary date will be the date you make the exchange. If you were to start using it, the anniversary date would be the date you first used the pass.
