can this be fixed?

I have photoshop elements 6 and not sure if this could be fixed or if it is a goner. Any help would be appreciated.

Please feel free to copy and fix it if you can but if you can please explain how u did it.

Is there any detail at all in the faded areas of the photograph? Not sure if the scan is representative of what the picture looks like. If it is there is not much to work with there unfortunately.

Yes it can be. But it will take someone much more talented than I.

Provide a link to the full size scan file for the best results.

Luckily the washed out area is not personal detail, like a face. Just clothing which can be recreated.

that is the original that was scanned in. As u can see I cropped out the writing on top and some on the sides.

That is all I have to work with.
