The link may not put you on exactly the right spot on the map. I'm specifically asking about the area directly north of thunder mountain. I've never seen that before. Is it new / under construction?

From what I can tell you are probably talking about Big Thunder Ranch. Used to be a BBQ in the old days, now it is a petting zoo, Santa's Reindeer Roundup during the holidays, and has lots of picnic tables to hang out!

We saw this area on our Train ride in October. It looked abandoned, no movement, no people. That is a very good question!
