Some people will wait for a code and then book. However, it is usually better to book what you can easily afford and would be happy with, and then upgrade if you choose if a code comes out (or just take the refund!). Just always keep in mind that codes are not always applicable for your dates or exactly what you want and with a code it always pays to be flexible.
Example: I am going from 11/3-11/11, two adults, one child, with dining. I really wanted a mod, but for that length of trip it was out of my price range and I did not want to shorten the vacation. We booked ASMo (later changed to Pop) as it was a hotel we knew we would be perfectly happy staying at if necessary. When the codes came out I really wanted to stay at CSR or POFQ, but neither were available under the code for my dates. However, POR was and I was able to upgrade for only $35 more than I paid for my trip originally, pretty much getting a free upgrade just for being a little flexible. Or I could have saved $450 off of Pop had I chosen to stay there.
Mousesavers and here, I'd say. This time Mousesavers had the Visa code first, here had the AP code first (by like half a day), Mousesavers had the FL Resident code first, and I don't know who had the General code first. the timeline tends to be within a few months of the date, but does vary so it pays to keep your eyes open.
