Can points with a Holding status be used for RCI?

I am a new member trying to learn all of the ins & outs. If a member has points with a holding status can those points be banked for a RCI use? Does points usage follow the same expiration rules as when using them for Disney? Example: Member has x amount of points with a holding status that will expire in September, can the points be moved to RCI for future reservation (after September)?
 
No. Holding points must follow these restrictions.

Holding Account Vacation Points. If a confirmed reservation is canceled thirty (30) days or less before the arrival date, the Home Resort Vacation Points used to make that reservation are placed into a Holding Account. "Holding Account Vacation Points" are subject to the following restrictions:

1) Holding Account Vacation Points can only be used to book reservations within sixty (60) days of check in.

2) Holding Account Vacation Points must be used for reservations during their Use Year. Any Holding Account Vacation Points remaining in the Holding Account at the end of the Use Year will expire.

3) Holding Account Vacation Points cannot be Banked.

4) Holding Account Vacation Points used to reserve and stay during the last 60 days of a Use Year may be used for reservations at any DVC Resort.

I don't see those restrictions on the member website, I see this:
Holding Account Guidelines

A Holding Account is a "parking space" for vacation points from a Disney Vacation Club Resort reservation that has been modified or cancelled 30 days to 1 day before your check-in date.

The vacation points in your Holding Account can be used for a new reservation booked 60 days or fewer before check-in within the following time constraints.

Use Vacation Points Anytime During Your Use Year for:
  • Disney Vacation Club Resorts
  • Disneyland Resort in California
  • Tokyo Disney Resort
  • World Passport Collection
Use Vacation Points More Than 4 Months Before the End of Your Use Year for:
  • Disney Collection (except Disneyland Resort in California and Tokyo Disney Resort
  • Concierge Collection
These vacation points cannot be banked or borrowed and must be used by the end of the Use Year or they expire.

The way I read it, they can be used for RCI but you are still restricted to booking 60 days or less from check-in.
 
Thank you. The contract that I just purchased has 16 points with a hold status. These points need to be used by this September. I was hoping to use them maybe for a 1 night stay in my area.
 

No. Holding points must follow these restrictions.

I'm also not certain where that list is at but it's not correct.

And if they are current year holding points they can even be transferred although they will remain points in holding.
