Is it possible for a guest on rented points to purchase the meal plan?

Yes you need to have the person you rent from add it to your reservation. It must be purchased for everyone on the reservation for each night of your stay. It does not require the purchase of park tickets from Disney. You pay for it when you check in. It must be added to the reservation before you get to the check in desk.
