Anyone, no matter where they are staying, may make dining reservations 180 days or less from the date you want to dine, via phone OR online.

What you cannot do if you are offsite is access the 180 + 10 booking window. Therefore, if you want to book all your restaurant reservations 180 days out, you have to do each day of reservations at its 180 day mark (for instance, you may make reservations for the first day of your vacation exactly 180 days from that date. You cannot make reservations for the second day of your vacation until exactly 180 days from that date, and so on. Disney guests staying 10 days or less only need to call or get online once, on the 180 day mark from their check-in day.)
