I'm considering switching Travel Agents, but don't want to hurt his feelings. When my TA is paying my account, etc. is there any way for him to tell if there is currently another sailing booked on my account?
I don't have any first hand experience with this, but I'm guessing no, they can't see any other sailings because they're not actually looking at your account. I had to add my reservation into the Disney website myself even though I had my TA book it for me.
They can look it up the same way anyone else can. They will need the reservation number and the first/last name (or sometimes, birthdate) of one of the guests on the reservation. How much detail they can see will depend on what the cruise line has decided to share online.

Does your TA have access to your castaway club account? For instance, if you gave him that information so that something could be booked on a silver or gold booking day.
It may depend on what they ask DCL, but I'm going to say, yes, they can.
We booked a cruise ourselves (not via our TA) and when I had her look up something for a cruise she booked for us, and to make sure we didn't have any placeholders, she sure did find out about the cruise we didn't book with her. (Which, we just wanted control over that reservation-- not because of anything she did or didn't do as our TA-- she's been great, but sometimes I don't want to make every little change through her.)
