Can I purchase an AP with DVA at the park gate?

Will be down there for a conference a few times this year and if I find have enough park time on the first trip I may purchase the AP. Will I be able to use my Disney Vacation Savings account onsite?

No. When using your savings account, tickets must be purchased in advance:

"Can I use my Disney Vacation Account to purchase theme park tickets?
Yes, you can use your Disney Vacation Account to purchase theme park tickets in advance. Purchase online through the official Disney website for your selected Disney vacation destination. Be sure to have your Disney Vacation Account number available when purchasing theme park tickets."

I've never used the vacation account, but couldn't you just log on to the site and buy it either on the way to the park or at the park from the account site? I just bought an AP and it was instantly available.

That would work - good suggestion! Online purchase using the DVA monies and then activate at a Ticket Booth or Guest Relations.

Not sure when you plan to do this. The MDE website has been having lots of issues so make sure it is working! I guess you could always call if the website is on the blink. I spent several hours trying to buy tickets on MDE two days ago. Site crashed every time I got close to the payment page. I finally had to call to purchase.
