Of course, you yourself are completely innocent of sidetracking this thread into a moral debate to keep it running. If you don't enjoy participating, don't (though several of your posts seem to indicate that you, like the rest of us, are having a jolly good time over this). If you do, that's fine, too. But it seems hypocritical to me to simultanously extend the debate while bemoaning its existance.

Just kidding, towing cars is risky at best, and usually ends up costing the merchant more than the cars owner. Even though the threat of towing works well, the boot works much better as long as there is a service fee and they take their time getting it removed. The benefit is if you mistakenly boot someone you can apologize give them a drink or snack while you quickly get it removed.
So they can be on their way.
