Can I make ADR for 4 then change to 2

Not sure if our friends are coming and I would like to start making ADR's.

I was in the same situation. We just made are ADRs and then, when we got to the Podium we told them that part of our party couldn't make it. I think it is more of an issue if you try to add more to your party.
