Can I get a portable perks book if staying at hotel not DVC?

I'd guess that the WL front desk would give you a booklet upon showing your membership card .
IIRC, the perks are attached to membership, not your reservation.

Some perks ARE related to your stay, such as pool hopping. You must be staying on points at a DVC resort to pool hop. Also, you don't get free parking unless you are staying at a WDW resort (if you stay offsite, you'll have to pay for parking unless you have an AP).

Yes you can get the booklet and you should always do so as there are many perks you can use if not staying on points or even on property. That includes DL as well. The front desk or concierge are usually good places to get them.
