I went the week of Christmas break (a few days after Christmas but not New Years) to a neighboring town's post office. I did not make an appointment- I just showed up with all paperwork and photographs completed.
I showed up early like 830 -9 am. I did not pay an expedited fee and got both passports - me and my daughters - by January 15th. Mine came in about a week and my daughters came a few days later.
