Can I get a DDE card if I don't have an AP?

No, sorry. It is only for AP holders and Florida residents.

If you are a Florida resident the cost is $75. If you are an annual passholder, the cost is $50 (special promotion for the 50th anniversary celebration).

As athenna already posted, you must either be an annual passholder or a Florida resident to qualify for the DDE.

It is available to Florida residents for $75 so that's probably what you read. It is available to any AP holder for $50.

When they changed the rules the first of this year there was confusion. It was reported that anyone could get it and in fact DDE was confused and sold it to some who were no FL residents and did not hold a pass. Remember you only have to have a voucher (one), you don't have to activate it to get the card.
