Can I take my family's magic bands into a park that we plan on hopping to and secure a 4th FP for them at a kiosk while they go swim after touring another park in the morning where we will use our 3 original fp's?

You can do that, but you don't need their MBs.

All you need is YOUR MB and you can go to a FP kiosk and make the 4th FP+ for ALL connected guests in your party.
MBs don't need to be scanned-in at the park gate in order to make day-of FP+ reservations.
