So, I'm booked for AKV from 9/24 -10/01. What i would like to do is fly in on friday night (late night flights are cheaper for us) and stay in a value resort. Can I call M.S. and get a cash reservation? I would also like to add the dining plan to our stay, and if I do, will that cash reservation night "count" towards one day's worth of dining credits?

I hope I'm being clear, it almost makes sense in my head.

Yes you can pay cash for a night. If you are an AP holder, I think I paid 75$ or 82$ for 2 nights. No you do not call MS, you call regular room only Disney.

Bell services will move bags for you. I have done it plenty of times, when Airfare is 50$ hirer PP easy pick for me

You could not, and would not get DP for the night at value without getting a package through them. You would have to buy tickets ect. So no it wouldn't count without a head ache.
You can pick and choose days you want for dining on the 09-24- 10-01. So this is up to you.

You can only call MS for a cash stay at a DVC resort.

It seems the money you save being an AP holder is worth if for discounted rooms

If you are an AP and book online or through regular Disney you can add the dining plan. There is an option online to add it too your reservation when you book. I wasn't able to bring up September but did a quick check on a random Friday in May and it allowed me to add the dining plan for that day.

If you do not have an annual pass you won't be able to add the dining plan to your reservation unless you are buying a room and ticket package.
